This report reviews the status of youth served in out-of-home care, including the Statewide Inpatient Psychiatric Programs (SIPP), therapeutic group care services, and specialized therapeutic foster care. The report addresses a number of evaluation questions related to SIPPs, summarizes the introduction of trauma-informed interventions and organizational approaches, and reviews the results of a pilot program related to enhancing Specialized Therapeutic Foster Care. The themes and issues addressed in the sub-studies of the report include a review of trends regarding demographic and clinical descriptions of the youth, length of stay and readmission rates; antipsychotic medication use during SIPP stays, youth outcomes including changes in youth functioning using standardized measures, the status of family involvement, and the use of trauma-informed care in these settings. The methods used include analyses of state level administrative datasets and training and technical assistance activities.
